Bad investments by government
I own my business, or at least the bank does. Typically, this is how small business works, you want to start a business, you go get a loan (typically with your home as the security) and you get started.
But, if you are a C-level exec, who has been making millions for years, and want to start a business, you go ask other people to give you money, without you taking on a majority of the risk. You promise to employee people, and pay yourself well- only if they supply 80% of your capital. Sounds like a great deal- if you are the CEO.
Why our tax dollars are being used to make the rich richer is a mystery to me.
I’m sure Springfield could have used half a million to provide services to all of its residents instead of making sure a CEO got a free ride [see comment below] – read this from today’s DDN:

It looks like a good way for your tax dollars to flow right back to the politicians campaigns to me. What’s it look like to you?
This is why my campaign isn’t the same as my competition, and why if elected, I will push hard to end both corporate welfare and private funding of political campaigns.
The 2+ billion we spend on campaigns now, is costing us much more in obligations to donors than it’s helping. For those still claiming it’s a freedom of speech issue, you don’t know what free speech is, or you’d be supporting my campaign.
I’ve just gotten off the phone with Mr. Pardue, CEO of Qbase. It seems I have some facts wrong in this, and need some corrections. I’ll try to clarify briefly here: Mr. Pardue has put his home up as equity in small business fashion. He is not taking a salary, and hasn’t for the last 2.5 years. Qbase has corporate goals to give back to the community- and has focused on investing in science technology engineering and math programs in local schools. He mentioned that the DDN didn’t get the whole story out- which, of course I believe. You can read more here: http://qbase.us/about.html but, what Mr. Pardue told me (repeatedly) was this: “Qbase leads in the solutions we create and in the communities where we are based. With offices in Dayton and Springfield, Ohio, the Qbase team embraces the philosophy of giving back to the community. Many of us are involved in volunteer activities, including serving as trustees on educational, cultural and social services boards. Qbase donates services and support to several nonprofits in the region, and achieves 100 percent employee participation in the United Way workplace giving campaign. Our robust internship program reaches out to the colleges and universities in the region, providing substantive work experience to participants.” It was obvious, he took the above very personally. It was not meant to be personal- and, for that, I’m very sorry. However, it is still my opinion, that it is not the place of government to subsidize private business in the name of “economic development.” Mr. Pardue may not be paying himself at Q-base, but, he must have made pretty good money at his former job at Lexis/Nexis, so that he can afford to work for free- and still have money to donate to political campaigns. However, the real question is- if Qbase had invested the $23,000 in the company- instead of campaign donations for ads, buttons and signs- might, the community be even better off? So you made an incorrect assumption about his personal finances. Maybe he’s not the typical CEO. And maybe his company does some good in the community. But none of that sounds like a denial of the cashflow: In from the government, and back out to the politicians.
You’re right. That’s wrong.
Not that you would take his money anyway, but if he didn’t offer to make a contribution to your campaign tonight, I bet it’s not because he’s insulted. It’s just that you’re not in office (yet) and you can’t do him any favors.
Hmmm, his company has 100% participation giving to the United Way, his company brings in interns and gives them real life experience, his company is providing and creating jobs for a lot of people (thereby contributing greatly to the local economy), his company encourages community involvement by their employees, he’s not taking a salary so that the money that might be used to pay him can go towards creating yet more jobs, he put his personal capital (ie his house and, I’m sure, other cash) and you still come up with this class envy crap of “he must have made pretty good money at his former job at Lexis/Nexis, so that he can afford to work for free- and still have money to donate to political campaigns.” It’s HIS money to do with as he pleases and I think that he’s using it in a pretty good fashion by creating all those jobs!
You’re spending a lot of time asking for people to donate to your campaign (which is fine) – Doesn’t Mr. Pardue have the right to donate to someone other than you? Again, it’s HIS money.
If you want to attack the idea that it’s wrong for governments to give money to private business, that’s fine. But quit making value judgements about how someone who is contributing sooooo much to the community in the way of providing jobs spends his.
As far as why he didn’t contribute to your campaign – did it occur to anyone that he didn’t contribute because he might not agree with your message? Why should he give HIS money to someone that he doesn’t agree with? Mr. Pardue is probably one of those evil, job providing, economy stimulating Republicans, so why should he give to a Democrat? Looking at the contributions above, the only Democrat listed was Sherrod Brown for $1000. When is the last time YOU DONATED to a Republican, David (or Pam)?
Actually, Juan, there have been Republicans at the local level that I have supported, voted for, and donated to. But they have all been moderate Republicans and a lot of them were Republican by default (sometimes the party affiliation just goes with the territory in these parts). At any rate, they were all people that I’ve known personally, liked, and trusted.
I don’t think I have ever given anything to a Republican at the State or National level.

For all the good that he’s done- I’m still wondering had his employees reinvested their $23,000 in the company- instead of in candidates who used it to buy campaign signs, ad time and all that crap that comes with campaigning- maybe they wouldn’t have needed the money from the tax coffers.
I’m sorry- FEC guidelines specifically say that I have to have donors sign off: “I am not a Federal government contractor.”
The Qbase site says: “Current clients include, within the U.S. Air Force, the Air Force Research Lab, Financial Management, and the Vehicle and Equipment Management Office.”
That makes his company a Federal Government Contractor.
The more I think about how this man questioned my post- the more I question his value system. I haven’t even begun to look into the donations to State and local officials.

David – you’ve called me worse, but I’ll have to agree with you that I think I’m among the Peter’s and you are definitely a Paul. I don’t know enough about the campaign finance laws to determine whether or not the contributions made by the QBase employees were legal, but I’m guessing that they must fit into some sort of loophole or they wouldn’t be listed. The same must hold true for MTC’s employees contributions to MT.
Gettting back to the $23k, I still don’t think its your business as to how those people spent their own money. Just as it’s no one else’s business about whether or not the money I gave to your campaign could have been better invested in my own business.

To say that this post, as well as the related one on Dayton OS, is enlightening would be an understatement. Thank you David (again) and thank you Dayton OS. Now I’m starting to get a clearer picture.
What is the product they sell, or are marketing to government clients and clients abroad? Do they even own or have they even developed the technology solutions they are marketing? Do they even work?
What is their revenue generation, how are bills (and employees) getting paid? Are they?

Qbase is selling data mining- database analysis and pivoting.
Because government officials seem to be about 5-7 years behind in understanding databases- Qbase walks in and tells them that Qbase can unlock the secrets of their own data (which they could do themselves- but don’t have the IQ to figure this out).
Qbase (Q=Questionable)
First of all it is important to recognize that Bill Pardue is a self made man… And he is never too busy to worship his creator. Qbase’s Government potential is absolutely laughable as no company in their right mind would enter into any substantive business agreement with them because of their reputation and inability to deliver (among many other reasons). Qbase’s only hope in the public sector is that they can find a opportunity that does not have a single quality rating factor in its evaluation criteria.
Qbase has invested highly in their marketing department. And what they have learned is something that all of us have always known from a parable passed down through the generations, “You can’t shine ____”.
Employees at Qbase ARE “pressured” to make contributions to the United Way and they ARE required (at higher levels) to make campaign donations to candidates of Bill’s choice as well as attend fund raisers. The implications of not contributing and donating are that you would be fired.
Bill is a person who has no concern about the community, jobs or any other altruistic purpose for which he claims… His motive is money and that is very clear. He supports whatever candidate he believes has a chance of winning. Furthermore, he is a Dem and only supported Turner because of my previous statement. His scheme to develop a company worth purchasing has failed and now he is left to explain his empty promises to investors and the few employees he has left.
It is a joke. All their VPs are not the best candidates, just the ones that the CEO could get to give money and invest in the company, sort of Pay to Play. And if they don’t invest more when he needs it…they are gone. You’ll see what I mean soon enough.
The unnamed foundation they sold the rights to the non profit product too is there two main investors, who continue to give them money for whatever reason. They will try a host of tricks to keep themselves afloat and win government business, probably acquire a small government contractor in the area shortly. Too bad their government team is breaking up right now.

And I also agree they cannot deliver, their product and output is total crap. They do not have any tools that are special or do anything brilliant.
Abuse, intimidation and outright fraud are the pillars this company is built upon. And, it all starts at the top…
Withheld III, please elaborate–I love to hear more about the crap company that starts with a consonant. I wonder if the CEO knows that almost every person in that company hates working there and are actively looking for other jobs?

One thing I’ll share now, the CEO isn’t as smart as he tells people he is. Its only a matter of time.

Start with the contributors at the beginining of this thread. Were all employees of this company? At least two never were employees. Also, one contributor was fired in September, yet made a sizable contribution ($2,300) in November through the company’s PAC. Does that make any sense.

That doesn’t make sense. Did that person actually make the contribution you think? Or was the made contribution with their name? If the person wasn’t an employee (after being fired) how can they contribute through the company’s PAC?

Qbase is crumbling away and I literally feel guilty about how much pleasure I am getting from seeing it happen. I’m not a hateful person, but of all the companies that I have ever been affiliated with (through employment, consulting, partnership or anything…) I can not think of any that I loathe. But I loathe Qbase; mostly based on my utter disgust for Willard (Isn’t “Bill” reserved for Williams) Pardue and his motley crew of mindless, Koreshnian minions. I am downright giggly right now because I have recently learned that even more employees critical to the success of the company have decided to leave. Bravo! Cheers! You just about went down with the ship! There are a few valuable people left (really just two) who really need to go before they permanently associated with the downfall of the company. They both know who they are.

The one that makes me laugh the most is the Government BD position in Dayton… Does Willard really think that any business developer worth his or her salt is going to consider coming to Qbase? If the company is expected to be in the black this quarter, yet struggling with payroll, losing key personnel, unable to secure contracts at their UAE offices, changing business models with the midwest seasons, then why are the executives at a Nicaraguan resort for a retreat?
Seems like a waste of time and investors money just to brainstorm their next great ‘spin’.
Withheld XXI, that is a good question. Here is the answer: That trip was bought and paid for around August of 2008. It was meant for their top sales reps in the company. In the last few weeks their top sales rep in the nonprofit arena left the company–mainly because the distrust and lack of competence in the senior staff, their top sales rep in the government arean resigned to take a job down the street (literally), the government vice president is leaving (if he hasn’t already). So naturally, the only people left to go on the trip (that was already paid for) is the other executives. Also, they have always been in the black. Their accounting system is run a little “different” than most companies. I don’t know of too many companies that count revenue in multiple quarters, depending on who they are showing charts too. Meaning, counting it over and over until it adds up to a larger sum. The VP of customer service resigned as well over disgust of senior leadership, right after the company fired all of her staff. I wonder how customer service will be going forward, particulary because their customer service system was dependent on people, instead of a system. Withheld II, angel investors aren’t investing anymore. Their two angel investors are now giving loans to the company. The first one is due in October, and if the approx $3M isn’t paid back by then the amount converts to stock, guess who would be the majority owner of the company then? The Angels! And from what I understand they are not happy with the CEO right now because of such dismal performance and all the promises he didn’t deliver on. I wonder what is going to happen if/when the state audits the company regarding the grants for technology development it has given. The HTC tool that they took money from the state and a dayton based geospatial company to build doesn’t work like they are telling people (it doesn’t work at all really), and their other platforms have already been developed and are owned… Read more »
Dayton Eye – you seem to have a lot of inside information about the company. Maybe you can answer a few more questions for the curious minds. With the expected ‘downsizing’ that’s got to happen for Qbase to be in the ‘black’ by the end of the month, will anyone from marketing be effected? It seems to be a protected department. If this is the tactic to be used to hit the numbers, then why do they continuously post new jobs as illustrated by Withheld II (above)? Or is that what they call ‘personnel carousel’ also used by the same executive while at LN? And lastly, didn’t you mean this could be Willards 3rd straight position of being asked to leave?
Withheld XXI, More good questions… Marketing is tough to cut from, because that would essentially be biting the hand that feeds the company and the CEO both professionally and personally. As I am sure you are aware, the CEO isn’t self made as someone suggested earlier. The CMO controls the purse (both of them), and has…and will. That is where the money to start the business came from. Refer to a post earlier that illustrates that the executives of the company are not the best ones for the job, rather the ones with the money to buy in. You could think of this company as sort of a fantasy camp for business persons who wanted to “play business.” However, everyone has to sacrifice when the financials are as bad as they are. Why do they continue to post new jobs? A few simple reasons: they have various agreements with the state to have XX amount of employees in Y places doing Z type of work, the foundation of many grants the company has been given. When those jobs go empty those are must fills. They need a homerun to hit since a competitor in South Carolina won’t buy their NPO division (I should say “wouldn’t” despite the pleaing), that is why they need Govt Business Development Managers (also because of their current managers are leaving). They know where the big contracts are, so they try to hire someone in the area to get in on them. That looks good to potential investors, it helps create a buzz that stories like “Fast Times Continue…” are based upon. And lastly, it looks good! Everybody wants to see that the company is hiring, it means that business is good. The public won’t read that as the company is tanking and soon to have management replaced (very soon!). The marketing department is ran by Willard’s wife. This could be why they have not been effected. Not trying to bring her into this. I don’t know her. Withheld XXI, I do disagree on one point, “the executives of the company are not the best ones for the job…” Qbase has had some pretty dynamic people. Namely, Kurt Harendza (who has recently resigned), Linda Skinner (Who has also recently resigned), and last but not least, David Judson who is a very smart and respected individual for his knowledge of the business, service to his country, and character. My fear is that Willard has polluted him and has sold him a bill of goods. David has gone “all in” and its a gamble that I believe he regrets… Granted, of those three David is the only Sr. Exec… There are a few other sound non-execs… Young and impressionable but good. I hope the best for them in their post Qbase careers. Again, the problem for Qbase will be to hire someone that can turn business on the government side… Who would actually go to that company? Do you understand what I mean? They would have to be desperate… A good BD type will research and with very little investigation learn that Qbase is a black hole and subsequently decide not to entertain even a substantial offer. Willard will try, and he will lie. He may pick up someone but I doubt it. David may be able to bring someone on but Kurt was as good as you can get and he is no longer there… Willard is a snail and his slimy career is proof of that. His biggest issue is telling the truth. Withheld II I should have clarified who I meant. I agree with you and those that you mentioned are top notch people who were duped by the CEO. But give them some credit, they figured it out. I was referring to the others. The CTO, who started the company on the downslide by taking zero responsibility for any work product and delivery to customers. He just wanted to be in charge and play foosball with people, instead of ensure orders were being completed and pushed out the door. Because of that, the company could not bill for any work, thus leading to the huge deficit in cash. And the “Architect” who used inferior and used components to build the so-called “state of the art” facilities proposed to partners and the state, instead of brand-new, named-brand products as promised. And the “strategic thinker” who no one is really sure what he does, except take a lot of breaks. Then there is the prior COO, who after 20+ years of federal service left just before becoming eligible for a retirement check for the rest of the life, bounces around a couple businesses, and now has a career at this company being promoted to President. That promotion was well deserved after many months of adoring the CEO in public, but secretly second-guessing him. I am surprised that you didn’t ask why I “think” he was asked to leave LN. I’ll explain anyway. I think it all had to do when “someone” high-up in LN decided to pay $775M in cash to buy Seisint Inc and incorporate their products called Accurint and MATRIX. Shortly after that acquisition was finalized in July of 2004, Kurt Sanford (his replacement) was giving a sworn testimony in front of the United States Senate Committee on the Judiciary, in which he said: “Based on the incidents at Seisint, I directed our teams to conduct an extensive review of data search activity at our Seisint unit and across all LexisNexis databases that contain personal identifying information. Dayton Eye – since you answered my first obvious question, then I have to ask another. If these same guys were responsible for the data breach at LN, how many times has Qbase compromised their clients data?
Bill Pardue is a schmuck! What kind of a business man asks his employees to forgo their pay for two months while he fixes his numbers? Bill, you are taking advantage of your employees. How are you going to tell them that you can’t pay them back? You probably won’t. You will just fire them instead. Or have someone else to do it while you hide in your hole.
Speaking of hiding, why won’t you address the questions that have been brought up in this blog? One would think that easier to simply address all of these “untruths” than to hire a “handwriting analyst” to find out who is posting here don’t you think? You won’t answer though and we all know that. And the reason you won’t answer is because you have a hard time dealing with the truth Mr. Harvard educated. They don’t teach integrity at Harvard do they? You would have learned more in two years service to your country than all the time you spent there.

What has been missed in all the discussions about Qbase is what Bill and the management have done to individual’s lives and their families. People gave up good jobs, moved their families and turned down other offers because they believed in the ideal of Qbase. Most worked very long hours, late into the night and weekends to meet deadlines because they felt a strong commitment to the company. And what was the thanks for their sacrifices? To be laid off without notice with minimal severance and the loss of health insurance/benefits. There can be nothing deemed slandereous in these statements as there are 50 or so former employees out looking for work who could attest to the accuracy.
Tony, at the time that I first read your entry I interpreted it as identifying me and not yourself as an ex-employee. After I reviewed it I realized that I may have been mistaken and I apologize for my sarcasm. If you are an ex-Qbase base employee join the crowd my friend as I am an ex-employee myself (big secret)…

We haven’t posted lately because we have been busy gathering the various emails and information people have been sending and putting our documentation together. This week was critical as we received two key tid-bits of information from two great sources. Currently, they are being worked through the proper local authorities so that the correct result can come of it.
The 15th is quickly approaching.
Some interesting comments of late, particularly after a decrease in interest after Bill’s threat to hire a speech pathologist to investigate this lovely blog. Obviously these comments aren’t setting well with him or others within the organization. You might think he has better things to do with his time and money.
More To The Story – you are absolutely correct in that there are plenty of ex Qbase employees who could attest to these statements.
Hefty Lefty – you obviously didn’t care for your time as a Qbase employee or of the Qbase management team.
Well, the 15th has come and went without too much Qbase news. To hold to true to my other postings, I have to ask a few more questions. There was a previos question I posted that went unanswered.
If these same guys were responsible for the data breach at LN, how many times has Qbase compromised their clients data? Was it left alone because if true could easily close the doors of this so called ‘up and coming’ company? Or was the timing of the question bad as it was the same time Bill was beginning to have anxieties about this blog?
Dayton Eye – after such an interesting post on the 9th, I chose not to push for more info so I could have something other than taxes to be suprised by on the 15th. Now, I must use one of your earlier posts – “Do Elaborate!”
these are are some very interesting comments about Q-Base and I would love to know if there is any other information. i to think that Q-base and Bill lack the ethics that it takes to run a business. They take advantage of their employees, take money for grants and then don’t take care of their obligations. Springfield was supposed to have over a 100 employees and they have almost none. People in Beavercreek are paying Springfield taxes to look like they are working there. This is all so Bill does not look bad. Now people in Beavercreek are working for nothing!!!! If they don’t they will most likely be terminated … and probably will anyway when bill has no more use for them.
<maniacal laughter> I wonder how Willard feels that his “top” people are bailing to go to Lexis… OMG! Stop please! You’re killing me!
The word is out about Willards hollow little company that couldn’t. Are people still voluntarily working there?

I don’t think that Williard cares about his top people leaving or for that matter cares about people at all! I do understand that his second COO left and went back to Lexis … were there more?
Now are people voluntarily working there? Well if you consider working for stock in another company that cant pay them voluntary then I guess that would be the case lol.
I suspect that some people are still grasping at threads and think that they will be rewarded for their contributions …. hope is a wonderful thing.
Do you think that Willard started this company to “build” it up only to sell it off to Lexis or some other company to make a bunch of money?
Would you love be a fly on the wall in a meeting with Willard and his “Angel” investors? I think it would be great to see the worm squirm :)
Some of the executives that have bought in “Pay to play” should really be thinking about their future. Karma is a bitch and it will come back on them the way they have treated people. You can only hope that they have there lives disrupted as much as the people they recruited from other companies and then let go after a short period of time had. People trusted them and then have been financially ruined by the lack of ethics of QBase and the exec’s.
I thought it would make sense to provide an update on my activities given my name has been mentioned by a few of you on this blog. I recently resigned from Qbase to start my own firm which interestingly enough is mentioned in this blog — albeit inaccurately. Thanks to all that have sent me a e-mails about questionable practices at Qbase, I’m looking forward to further digging in. Thanks to those who’ve volunteered to meet me- and go in depth.
Hopefully, I’ll be able to tie all this together and hand it off to a big news organization to use as a showcase how:
1) Social media works to uncover questionable and illegal practices
2) That pay to play has to stop
3) That government shouldn’t be financing private enterprise.
I’ll be fully satisfied when both the “businessmen” and the “Congressmen” are packed off to prison- if everything fits the way it’s seeming to come together.

Good work on your behalf. I only caution that you ensure the information you are given is verified. A while back members of the executive team had someone (we know who) send false information under the alias “Smoking Gun” in an attempt to get the DBE to post it and send an email to various business leaders. Their goal was to show that we were posting information that was untrue, thereby making it slander. The end goal was to get court orders to force the ISP’s to reveal our identity.
However, since we have people everywhere, we were told about the plot before we received the “information” from “Smoking Gun.”
We would love to help, but with last Friday’s firing’s, our “staff” is dwindling.
